When created, forms will automatically be assigned to 1, which means that the forms will appear in any order in the Parent Portal. If you would like the forms to have a specific order in which they appear on a list, then you would need to change the Form Order in the manager. 

Navigation: DCP/SCP > Forms > Manager

Under the column "Form Order" click on the drop down and change the number order of the form. It will save automatically, but if you want to see the change right away, refresh your browser's page.
